Criteria and classifications for Medium, Small, Micro-enterprises

I.   Introduction

Small and micro enterprises are small enterprises, micro-enterprises, family-owned enterprises, individual industrial and commercial households collectively.

II.   The criteria for the classification

  1. According to "SME Promotion Law" and "The State Council on further promotion on SME development a number of opinions" (Guo Fa [ 2009 ] No. 36), the enactment of [1].
  2. SMEs are divided into medium, small, micro three(3) types with specific criteria according to its business practitioners, operating income, total assets and other indicators that combined with the characteristics of the industry.


III.   The industry zoned Standard

1. Agriculture, forestry, animal husbandry and fishery are those with operating income of RMB 20 million.  Small, medium and micro enterprises, of which:

  • - Operating income of RMB 500 million and above is medium-sized enterprises
  • - Operating income of RMB 500,000 and above is small businesses
  • - Operating income below RMB 500,000 is micro-enterprises

2. Industry:  For those enterprises which have less than 1000 employees or with operating income of RMB 40 million or less are defined as small and medium micro enterprises.  Of which:

  • - Employing 300 people or more with operating income of RMB 20 million and above is medium-sized enterprises
  • - Employing 20 or more employees with operating income of RMB 3 million or above is small businesses
  • - Employing 20 people with business income below RMB 300 is micro-enterprises.

3. Construction industry: For those enterprises which have operating income of RMB 800 million or with total assets of RMB 800 million or less are small, medium and micro enterprises. Of which:

  • - Operating income of RMB 60 million and above with total assets of RMB 50 million or above are medium-sized enterprises
  • - Operating income of RMB 3 million and above with total assets of RMB 3 million and above are small businesses
  • - Operating income of RMB 3 million or less with total assets of RMB 3 million are micro-enterprises

4. Wholesale Industry: For those enterprises which have less than 200 employees or with operating income of RMB 400 million or less are small, medium and micro enterprises.  Among them:

  • - Employing 20 or more employees with operating income of RMB 50 million and above are medium-sized enterprises
  • - Employing 5 or more people with operating income of RMB 10 million and above are small businesses
  • - Employing 5 persons or below and with business income of RMB 10 million or below are micro-enterprises.

5. Retail:   For those enterprises which have less than 300 employees with business income of RMB 200 are small, medium and micro enterprises.  Of Which:

  • - Employing 50 people or more with operating income of RMB 500 million and above are medium-sized enterprises
  • - Employing 10 or more people with operating income of RMB1 million and above are small businesses
  • - Employing less than 10 people with business income below RMB1 million are micro-enterprises.

6. Transportation:  For those enterprises which have employed 1,000 people or with operating income of RMB 300 million or less are small, medium and micro enterprises. Of which:

  • - Employing 300 people or more with operating income of RMB 30 million and above are medium-sized enterprises
  • - Employing 20 or more people with operating income of RMB 200 million and above are small businesses
  • - Employing 20 people or below with business income of RMB 200 million or less are micro-enterprises.


7. Warehousing Industry:  For those enterprises which employ less than 200 employees or with operating income of RMB 300 million or less are small, medium and micro enterprises. Of which:

  • - Employing 100 people or more with operating income of RMB 10 million and above are medium-sized enterprises
  • - Employing 20 or more employees with operating income of RMB 1 million and above are small businesses
  • - Employing 20 people or below with business income below RMB 1 million for micro-enterprises.

8. Postal Industry:   For those enterprises which employ less than 1000 employees or with operating income of RM 300 million or less are small, medium and micro enterprises. Of which:

  • - Employing 300 people or more with operating income of RMB 20 million and above are medium-sized enterprises
  • - Employing 20 or more employees with operating income of RMB 1 million and above are small businesses
  • - Employing less than 20 people with business income below RMB 1 million are micro-enterprises

9. Lodging Industry:  For those enterprises which employ less than 300 employees or with business income of RMB100 million are small, medium and micro enterprises. Of Which:

  • - Employing 100 people or more with operating income of RMB 20 million and above are medium-sized enterprises
  • - Employing 10 or more people with operating income of RMB 1 million and above are small businesses
  • - Employing less than 10 people with business income below RMB 1 million are micro-enterprises

10. Food and Beverage Industry:  For those enterprises which employ less than 300 employees or with business income of RMB 10,000 are small, medium and micro enterprises. Of Which:

  • - Employing 100 or more people with operating income of RMB 20 million and above are medium-sized enterprises
  • - Employing 10 or more people with operating income of RMB 1 million and above are small businesses
  • - Employing less than 10 people with business income below RMB 1 million are micro-enterprises

11. Information Transmission Industry:  For enterprise which employs less than 2,000 people or with operating income of RMB 1 billion or less are small, medium and micro enterprises. Of which:

  • - Employing 100 people or more with operating income of RMB 10 million and above are medium-sized enterprises ;
  • - Employing 10 people or more with operating income of RMB 1 million and above are small businesses
  • - Employing less than 10 people with business income below RMB 1 million are micro-enterprises.

12. Software and IT services:   For enterprise which employs less than 300 employees or with business income of RMB 100 million are small, medium and micro enterprises. Of which:

  • - Employing 100 people or more with operating income of RMB 10 million and above are medium-sized enterprises ;
  • - Employing 10 people or more with operating income of RMB 500,000 and more are small businesses
  • - Employing less than 10 people with business income of RMB 500 000 are micro-enterprises.

13. Real Estate Development and Management:  Enterprise with revenues of RMB 2,000,000,000 or total assets of RMB 100 million or less are small, medium and micro enterprises. Of which:

  • - With an operating income of RMB 10 million and above, total assets of RMB 50 million and above are medium-sized enterprises;
  • - Operating income of RMB 1,000,000 and above, total assets of RMB 20 million and above are small businesses
  • - Revenues below RMB 1 million or total assets of RMB 20 million or less are micro- enterprises.

14. Property management: Those employing 1,000 people or with business income of RMB 50 million are small, medium and micro enterprises. Of which:

  • - Employing 300 people or more with operating income of RMB 10 million and above are medium-sized enterprises
  • - Employing 100 people or more with operating income of RMB 5 million and above are small businesses
  • - Employing for less than 100 employees or with business income of RMB 5 million are micro-enterprises.

15. Leasing and Business Services:  Enterprises with less than 300 employees or total assets of RMB 1.2 billion or less are small, medium and micro enterprises. Of which:

  • - Employing 100 people or more with total assets of RMB 80 million and above are medium-sized enterprises
  • - Employing 10 people and above with total assets of RMB 1 million and above are small businesses
  • - Employing 10 persons with total assets of RMB 1 million or below are micro-enterprises.

16. Other Industries:  Enterprise which employs with 300 people or less are small, medium and micro enterprises. Of which:

  • - Employing for more than 100 people  are medium-sized enterprises
  • - Employing for more than 10 people are small businesses
  • - Employing for less than 10 people are micro- enterprises.
